QUARTERLY MEETING - THURSDAY, OCTOBER 18TH, 2001 I. Call to Order/Welcome - Dean welcomed everyone to the 4th Quarterly Neighborhood meeting. Dean introduced Joseph Hernandez as a new board member and advised that John Tackberry had resigned from the board due to time constraints. II. Guest Speaker - Joseph introduced Jim Reid, the Director of the Southern Dallas Development Corporation. The Southern Dallas Development Corporation ("SDDC") is working to revitalize south Dallas. Mr. Reid is a past City Manager of the City of Dallas. Also participated in the 1995 White House Conference on Community empowerment, and in 1997 participated in the American Assemble Worksheet on "Improving the Economic Health of America's Distresses Communities". Jim Reid: Worked for the City of Dallas in planning and development. March 31, 1989 became Assistant City Manager for the City of Dallas; by April 1st became the sole employee of The Southern Dallas Development Corporation. Southern Dallas was treated as a stepchild and Jim was willing to take on that challenge. Started with "good news" stories about southern Dallas. SDDC's mission is to "assist in the development and financing of small businesses, create jobs, and stimulate the economic development of Southern Dallas and the Enterprise Zones by promoting investment." SDDC is a nonprofit 501(C)(3) Community Development Financial Institution. The Board of the SDDC is 1/4 appointed by the Mayor and 8 City Council members representing Southern Dallas; 1/2 named by business organizations; and 1/4 named by educational institutions and neighborhood community development corporations. SDDC's Programs: 1. Lending through six funds 2. Real Estate initiatives 3. Business development services 4. Marketing to promote investment in Southern Dallas Loan programs - can go up to $500,000 on fixed rates of 8.5%-11%. There are higher rates for loans less than $25,000. Loan terms range from 7-15 years either in conjunction with a bank or on their own. Typically the businesses they work with are not financiable in part or at all by banks. They have a business plan, but no historical earnings. The will make loans based on business plans and young companies. When they started out they got all of their lending funds from the City of Dallas. Reid worked on getting other monies from other banks. They established a lending fund to draw from. SDDC became the first micro lender of loans $25,000 or less. SDDC finances real estate projects in three ways, including: 1. Financing owner/occupied real estate through five of our six loan programs excluding the SBA Micro Loan Program. SDDC, in tandem with banks, has financed over 3,000,000 sq ft. of owner/occupied real estate. 2. Providing favorable financing to non-profits through SDDC's Economic Development Demonstration Program financed with Community Development Block Program dollars; e.g. the Greater Dallas Hispanic Chamber of Commerce building, the West Dallas Shopping Center, West Dallas Neighborhood Development Corporation building, and the 1401 East 8th Street retail center. 3. Direct development of real estate projects with SDDC as the owner; e.g., the Jefferson Tower. Business Services Programs: Training 1. Conducting annual Southern Dallas Entrepreneurial Institute to increase the business skills of clients, generate loan applicants and increase minority business activities. Over 600 persons have been trained. 2. Conducting monthly Nuts & Bolts Business Financing Workshops aimed at new loan applicants to provide orientation to SDDC loan programs, including technical assistance in completing loan application and the required business plan. Technical Assistance 1. Directly by SDDC to provide loan readiness assistance. 2. Engagement by SDDC of third-party contractors to assist in loan readiness. Provision for Technical Assistance 1. Funded by client at the time of loan closing. "Survival" Technical Assistance 1. Provided by third-party contractors. SDDC Events: 1. Annual Business Friends of Southern Dallas Lunch 2. Annual Bus Tour 3. Annual SDDC Gala 4. Client Open Houses 5. Southern Dallas Economic Development Summit (1999) SDDC is considered a national market leader and has been recognized by the White House, HUD, SBA, Department of Treasury, Office of Comptroller of the Currency, Federal Reserve, Council for Urban Economic Development, National Association for Development Companies, Woodstock Institute, American Assembly and the State of Texas in 1994 and 1999. Future plans: Expand capital of southern Dallas development fund to $5M Expand capital of Investment Zone fund to $10M Expand capital of Texas Mezzanine Fund to $25M Carry out a second real estate project using the "New Markets" Tax Credit Program. Question and Answers time. III. Crime Watch - Terry passed out the letter WNNA is sending to the SW Operations Bureau. The Board and Crime Watch are trying to do their part to get an increase in police patrols. We don't want more than what we are entitled to, but we do want our fair share. We have had 8 auto thefts in the sub-division so far this year. We have also had potted plants, etc. We have had 55 reported offenses this year which is the most we have ever had in the past 5 years. Park you car in the driveway or your garage. Suggested a Chicago Collar to put on the steering column or the Club. Good news is only 3-4 residents that have actually been burglarized. Remember that no time of the day is safe. Crime has an effect on property values. Take care of your property. Terry asked everyone to please write and ask for increased patrol. Dean advised we all need to get to know who our neighbors are - that is one of the great things about Oak Cliff - leave your lights on outside. Janice Williams suggested we put a note in the newsletter asking them to turn their lights on. Suggested timers and or sensors for your outdoor lights. Don't wait until you are the next victim. Yard of the Month - Larry Sharp on Mayrant for August, Connie Davis for September, Tim Rupp and Tom Reeves on Hoel for October, Janice Williams for November. We appreciate everyone's efforts. V. Beautification Update - Joseph discussed the Beautification committee. Last year we had applied to the Old Oak Cliff Conversation League and received a grant. This year we will get some of these projects done that we have received funding for in the triangles. Joseph is soliciting members for the committee, and is seeking people who will volunteer and stay committed to the goal. Our first areas are going to be the two triangles on Manus. If you want to get involved, call Joseph directly. The meetings will start in either late November or early December. The planned bulb sale is too late seasonably. The project fell through the cracks, but it is still a viable idea for a later time. We did get a go from the City of Dallas on the benches, etc. VI. Treasurer's Report/Pass the Hat - Sue May advised that we had $3,475.58 in our account. The hat is passing around...Sue advised she is also getting a very good response from older residents of the neighborhood who are sending money to the association. VII. SW Airlines Ticket Raffle - Christine O'Connell advised that Southwest Airlines has donated two roundtrip tickets to anywhere Southwest Airline flies. The tickets are being sold at $10 or 3 for $25.00. The tickets are valued at $400 each. We can work around the Wright Amendment in scheduling flights for the winner. VIII. Social/Membership - Morgan introduced new people in the neighborhood, including Lisa Realini, at 711 Monssen Parkway. The Christmas party is Saturday December 8th starting at 6:30 p.m. Silver and Bill volunteered to have the Christmas party at their home this year. Their address is 451 Mayrant. The WNNA will donate the meat and the soft drinks. Bring your favorite recipe and you may be published in the newsletter. We will publish a new Directory - if you need to make any changes - you need to do it now! Please list your e-mail addresses and any second line numbers. We still need 3-4 houses for the next progressive dinner. We would like to have it in Feb. if possible. The main course and the salad are the only ones we need seating for. The costs will not exceed if you were buying a ticket. The association will pick up the tab for anything over $50 per household - providing the purchase is "within reason". IX. Presentation to Chuck - Terry made a special presentation to Chuck Schneider. The guy who would break his ankle to help out. Chuck was awarded the WNNA Order of the Purple Heart for wounds received in action during the WNNA clean up. Chuck suggested we take sandwich tray to the local fire stations that service us and to the local police department.
X. Raffle Candy/Home Tour Tickets - 6 prizes tonight including two tickets to the Old Oak Cliff Tour of Homes. XI. Open Discussion/Reminders - Please call Laura Miller and ask her to support the new Animal Shelter. Thanks to the neighbors who walk their dogs and pick up after them and to the neighbors who just pick up trash in the neighborhood while walking. XII. Adjourn |
